An observation about library districts: Because Skagit County does not have a county-wide library system like our neighbors Whatcom and Snohomish counties, over 60% of Skagit county residents must pay a fee to use libraries in the county. These 60% do not currently pay taxes to support any library district and are therefore not included in any library district.
Most library districts in Skagit County are City Library Districts. Anacortes, Burlington, Mt. Vernon, Sedro Woolley have city libraries which end service at their city limits. They do not include service to their school district population, like La Conner Regional Library does.
